TCA Limited

TCA Limited is a company which was incorporated in the Isle of Man in August 2008. It is the successor company to Tim Cullen Associates (TCA) Ltd. which was incorporated in the United Kingdom in September 1999 as an international policy consultancy, advising governments, international organisations and private sector entities. (The change in incorporation resulted from Tim Cullen moving to the Isle of Man in order to develop the Small Countries Financial Management Programme, an important capacity-building initiative supported by the government of the Isle of Man, the World Bank and international donors). TCA focuses on issues of economic development, governance and integrity, the management of reputational risk/opportunities for countries and companies, and negotiation.

Tim Cullen, who established the original company in Oxford, was, until 1999, Senior Advisor for External and United Nations Affairs at the World Bank and the former Chief Spokesman of the Bank.

The firm has established a network of associates throughout the world in order to be able to put together expert teams to provide policy advice and undertake projects in a range of economic and other disciplines. These associates are located in: Geneva, Hong Kong, London, Los Angeles, Melbourne, Mexico City, Paris, Phoenix, Stockholm, Vancouver, and Washington DC.

In addition to providing international policy advice to diverse clients to assist them with their public positioning and in their relations with a variety of constituencies, the company brings together expertise to help in five particular niche areas.

The first is to help countries to ensure that they pursuing good corporate governance so that their policies and practices will stand up to scrutiny from the media, civil society and potential business partners. Audits of a range of areas that complement the financial audits that their accountants conduct are undertaken and assistance is then provided to correct shortcomings and to put an ethics code in place. Similar services are provided to governments, including advice on anti-money laundering and other areas which constitute reputational risk. With both companies and governments, TCA also helps them to project their improved policies to stakeholders and the media.

The second is to help countries that are good economic performers but that have poorly performing neighbours to differentiate themselves and attract foreign investors that might otherwise ignore them.

The third area of focus is to help governments and their private sector partners when they are initiating major infrastructure projects. TCA helps them from the outset by bringing together skilled people to conduct consultations with affected people, proposing changes to make the investments more socially and environmentally acceptable, and facilitating a constructive dialogue between investors, governments, nongovernmental organizations and the media.

The fourth, primarily on behalf of international organisations, is to foster awareness and dialogue on complex issues of sustainable and equitable economic development.

The fifth, in collaboration with The Ivy Faculty Consortium of leading Professors and practitioners, is to design custom-made negotiation training programmes.

TCA also provides Media Training, Messaging Workshops and Communications Audits to help corporations, governments, international institutions, partnerships, non-governmental organisations (NGOs) and individuals reach their desired audiences.
