McCarthy has a BA and MA from Cambridge University (UK), a Ph.D. from the University of California at Berkeley (USA) and held a two year post- doctoral research fellowship at Harvard University (USA). He joined the World Bank in 1973, working initially in the mining sector for Peru and Chile. He subsequently held posts working in the energy sector in the Middle East, North Africa and Asia, becoming a Division Chief in 1980. In 1991, he was named the World Bank's Resident Representative in Mexico, where he was involved in poverty alleviation programmes and project implementation, especially in Mexico's poorer states. From 1994 to 1997, he had managerial responsibility for water supply, sewerage and environmental projects in the Caribbean region and the Andean countries, and for his last two years at the Bank he was task team leader for disaster management/emergency recovery operations in Latin America and the Caribbean. Since leaving the World Bank, McCarthy has consulted for the World Bank and a number of NGOs, and has assisted Tim Cullen Associates Ltd. (TCA) with developing good governance strategies for Mexican companies operating in developing countries. Over the past three years, he has worked on a variety of projects in Africa, Latin America, South and East Asia, including two in Uganda, one in Vietnam, and one in Afghanistan. He has also provided consultancy services to the World Bank's Quality Assurance Group. A fluent Spanish speaker, he lives outside Washington DC, and is married with nine children. He is a UK citizen. |
