Eugene McCarthy has 33 years experience working with and within developing countries, of which 27 years were with the World Bank. He retired from the World Bank in 1999 to become an independent consultant. His consultancy work specialises in Poverty Reduction (social instruments and delivery mechanisms); Energy and Environment (policy formulation, institutional appraisal, privatisation and environmental mitigation); Project Implementation; Governance; and Disaster Management. In 2002 he became a senior associate of Washington Associates International (WAI).
